The first goal of this systematic review is to describe how the empirical studies on the applications of the 5E educational model are distributed according to specific variables. The second objective is to determine how the 5E model has shown a trend in empirical studies in the transition from research-based education to STEM education over the years in the range of learning outcomes of the 5E model. A total of 74 empirical articles out of 201 articles obtained from the primary search with the keyword '5E model' in the WoS database and the ERIC educational resources information center were subjected to descriptive and content analysis. The outstanding result of the combination of these empirical studies in which the 5E model was implemented is that this model has had a wide impact for a long time. Focusing on its effects on the sub-level thinking levels of Bloom's classification (knowledge, understanding) and its effects on higher thinking levels, which have an important place in science education, are overshadowed. Based on these results, a "skill-based STEM educational model" with a set of activities prepared by the model is proposed in this study in relation to 21st century skills based on the 5E model.
